What sub-brokering actually means for the client.

Sub-brokering is a commercial arrangement, not proof of operational authority. A sub-broker may source the client, structure the request, coordinate quotes, and manage communications while another entity contracts with the air carrier. The client needs to know which entity performs each function.

The questions that matter

Before booking, identify:

  • The legal contracting party.
  • The actual operating carrier.
  • The entity with operational control.
  • The party issuing the charter agreement and invoice.
  • The entity responsible for customer support during disruption.
  • How broker compensation and markups are handled.
  • Which safety and insurance documents were verified, and when.

The FAA defines operational control as authority over initiating, conducting, or terminating a flight. A marketing relationship, referral agreement, or sub-broker label doesn't transfer that authority. The operating carrier must hold the required certificate for the service provided, and the aircraft must be authorized where applicable.

What good disclosure looks like

A clear booking pack should name the broker, contracting party, operator, tail number when confirmed, certificate status, insurance evidence, and material cancellation or substitution terms. If the aircraft or operator may change, the contract should explain the approval process.

A sub-broker can add value through local access, language, time-zone coverage, and client service. The risk appears when the intermediary's role is unclear, or when the client believes the intermediary itself is the operator. Precision in role definition is more useful than a claim of being "fully integrated."
